Client Profile

Haag & Co., was established to provide outside expertise to companies in the process of, or already doing business with the Government. Size is of minor consequence. A client can be a small to medium sized company that needs some degree of assistance in almost all areas of Government procurement; or a large nation wide corporation that needs to augment its in house capability due to a special problem or tasks that requires state of the art knowledge and or the full time concerted effort that employees with day to day duties cannot provide.

We also provide consulting services to law firms, accounting firms and professional associations that have clients and members doing business with Government agencies. In many instances, these entities choose not to maintain in house capabilities in the highly specialized field of Government procurement.

We can be your service resource

We can be of greatest service to you:

When your size does not permit you to maintain the in house capability needed to deal with the increasingly complex policies, procedures and regulations involved with Government procurement.

When the time required to analyze a problem or evaluate an opportunity will interfere with with the efficient management of your current operations.

Bid Proposals

Successful Government contracting begins with the bid proposal. Contract awards are influenced by timely submissions of complete and accurate proposals.

As a result of extensive experience in evaluating and bid proposals on the Government's behalf, as well as providing consulting services to our clients, we know what the government requires as proposal support, while at the same time being sensitive to contractor's needs and concerns.

The balance enables our firm to get involved with your proposal to the extent necessary, considering your in house capability. If warranted, we will take the lead in the entire proposal process, from the development of direct cost estimates and forecasted indirect expense rates up to and including contract negotiations. In preparing the proposal, consideration is given to:

Cost data translation to conform with Government and commercial customer format requirements

The development of "cost of facilities capital" factors in conformity with "cost accounting standards" requirements and the development of profit objectives

Historical cost submissions

Reliable cost representations are mandatory in claiming reimbursement or requesting payment from the Government. Accurately prepared claims insure timely payment and the full recovery of allowable costs.

Haag and Co.'s knowledge of Government procurement regulations and forms is rooted in our background and training. Our sensitivity to Government needs and requirements enables us to efficiently prepare and document:

Haag and Co.'s services are coincident with the Government's objectives that claimed costs be: reasonable, allocable, and allowable in accordance with contract terms and conditions, FA regulations, generally accepted accounting principals, and applicable cost accounting standards, as appropriate in the circumstances.

Accounting and Administrative control systems

Accurate and reliable cost data is critical in determining profitability on Government contracts

Cost reimbursement contracts will not be awarded, and interim contract financing will not be granted without an adequate accounting system.

Government contracts must insure that internal accounting and administrative control systems protect against:

The Government is less likely to target an entity for intensified audit and periodic special purpose reviews when internal systems are reliable.

Suspect systems invite intensified audits while risking Government allegations of waste, over/under charging, defective pricing or even fraud.

We have experience in system surveillance, vulnerability assessment, and the performance of in depth review and evaluation of these systems.

We can assist you in the design, modification and implementation of systems that provide for the controlled accumulation of costs within the framework of existing financial accounting systems while developing controls that satisfy Government requirements.

Employee awareness and training programs

Increased allegations of wrongdoing have prompted congress to encourage Government contractors to establish training programs ensuring that employees are aware of their responsibility in the performance of Government contracts.

Well informed and trained employees increase morale and productivity, resulting in less problems and higher profits.

As a result of our Government training and experience, together with our public accounting experience, we can assist in structuring an employee awareness/training program that will meet Government expectations while at the same time compliment your current internal control system. Our programs can be tailored to your need and include:

Cost accounting standards

Certain Government contractors must comply with cost accounting standards (CAS), and constantly follow promulgations of the CAS board.

CAS noncompliance subjects covered contracts to downward price revision or equitable price adjustment.

Our involvement with CAS spans the history leading up to the enactment of P.L. 91-379 in August of 1970, and bridges current developments impacting the 19 promulgated standards. Haag and Co. constantly monitors CAS to help clients:

Subcontract cost and price analysis

Higher contractors must assume the Government's role in awarding and administering subcontracts.

The Governments interest and public opinion have been aroused by adverse publicity in this area, such as; charges of ineffective subcontracting, defective pricing, and kick-backs.

As former Government auditors, Haag and Co. has the experience to effectivly discharge subcontract cost or price analysis responsibilities. Clients can capitalize on our knowledge of Government audit procedures and attendant regulations by engaging Haag and Co. to:

Other technical Assistance

Companies involved in Government contracting can, from time to time, find themselves in need of consulting assistance related to uncommon or seldom encountered issues. Among these are:

Our skill in these "special" areas stem from our Government experience and is kept current through our commitment to in-house education and training programs, as well as our technical library which is dedicated to all issues relating to Government procurement including contract litigation.
